Innovision Consulting Private Limited is seeking a specialized team for the Third-Party Monitoring (TPM) programme interventions in Cox’s Bazar, the Host Community, and Bhasan Char. The goal is to provide independent, field-based verification and qualitative insights across Nutrition, WASH, Education, SBC, and Child Protection sectors.

This assignment is pivotal to ensuring accountability, transparency, and value for money. The team will be responsible for validating partner-reported results, assessing infrastructure functionality, conducting End-User Monitoring (EUM), and capturing beneficiary feedback to strengthen Accountability to Affected Populations (AAP).

Locations: Rohingya Camps, Host Community (Cox’s Bazar), and Bhasan Char

 

Available Positions:

  1. Team Leader / Project Manager (10+ years exp in M&E)
  2. Technical M&E Experts (Nutrition, CP, Education, WASH)
  3. Construction / Field Engineers

 

Position Summary

The TPM team will conduct systematic field visits (onsite and remote) to monitor progress against project outcomes. Key tasks include data collection via the InForm platform, verifying supply chain management, monitoring construction compliance with BoQs, and conducting household perception surveys. The team will provide timely analytical reports to inform evidence-based decision-making and corrective actions.

 

Position-wise Eligibility Criteria

Position: Team Leader

Qualifications:

  • Extensive understanding of the local context and Rohingya response programme, and related monitoring requirements.
  • Master’s degree or higher in international development, research methods, social studies or related field
  • Fluency in English language desirable
  • Minimum 10-years’ experience in monitoring and evaluation, data analysis, and reporting of humanitarian or development interventions for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable
  • Efficient and timely communication and reporting skills
  • Minimum 5-years relevant experience in large monitoring team management and contract service delivery
  • Ability to organize and manage complex work projects
  • Analytical and conceptual ability, negotiation and communication skills
  • Must have previous experience in monitoring AAP, CFM or social behaviour change (SBC).

 

Position: Technical Expert Monitoring & Evaluation (Nutrition)

Qualifications:

  • Master’s degree in Statistics/ Biostatistics/ Development Studies/Public Health/ Nutrition, or related field from any recognized University
  • Minimum 8-years’ experience in monitoring and evaluation, data analysis, and reporting of nutrition/health programme for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable
  • Comprehensive knowledge of acute malnutrition treatment (SAM/MAM), MUAC screening, nutrition surveillance (SENS surveys), IYCF counselling in camp settings
  • Fluency in English language desirable
  • Strong expertise in developing M&E frameworks, survey designing, data collection tools development, sampling methods and performing quantitative and qualitative data analysis
  • Excellent analytical and report writing skills
  • Proven experience in using Excel, SPSS, Kobo/ODK, STATA, ArcGIS/QGIS etc.
  • Must have experience of working in Rohingya Context.

 

Position: Technical Expert Monitoring & Evaluation (CP)

Qualifications:

  • Master’s degree in Statistics/ Biostatistics/ Development Studies/ Social Science, or related field from any recognized University
  • Minimum 8-years’ experience in monitoring and evaluation, data analysis, and reporting of CP programme for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable
  • Comprehensive knowledge of child protection services (case management, PSS, GBV etc.), and safeguarding protocols in camp settings
  • Fluency in English language desirable
  • Strong expertise in developing M&E frameworks, survey designing, data collection tools development, sampling methods and performing quantitative and qualitative data analysis
  • Excellent analytical and report writing skills
  • Proven experience in using Excel, SPSS, Kobo/ODK, STATA, ArcGIS/QGIS etc
  • Must have experience of working in the Rohingya Context in Child Protection Programme.

 

Position: Technical Expert Monitoring & Evaluation (Education)

Qualifications:

  • Master’s degree in Statistics/ Biostatistics/ Development Studies/Education/ Social Science, or related field from any recognized University
  • Minimum 8-years’ experience in monitoring and evaluation, data analysis, and reporting of Education programme for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable
  • Education programming (LCFA, Myanmar curriculum etc.), and safeguarding protocols in camp settings
  • Fluency in English language desirable
  • Strong expertise in developing M&E frameworks, survey designing, data collection tools development, sampling methods and performing quantitative and qualitative data analysis
  • Excellent analytical and report writing skills
  • Proven experience in using Excel, SPSS, Kobo/ODK, STATA, ArcGIS/QGIS etc
  • Must have experience of working in the Rohingya Context in Education Programme.

 

Position: Technical Expert Monitoring & Evaluation (WASH)

Qualifications:

  • Master’s degree in Statistics/ Biostatistics/ Development Studies/Public Health/Civil Engineering or related field from any recognized University
  • Minimum 8-years’ experience in monitoring and evaluation, data analysis, and reporting of relevant programme for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable
  • Knowledge of and experience in WASH research methods and tools development
  • Fluency in English language desirable
  • Strong expertise in developing M&E frameworks, survey designing, data collection tools development, sampling methods and performing quantitative and qualitative data analysis
  • Extensive experience collecting data using Kobo/ODK platform including XLS form development.  
  • Experience in developing fact sheets and data graphs essential
  • Must have experience in using data visualization software.
  • Excellent analytical and report writing skills
  • Proven experience in using Excel, SPSS, Kobo/ODK, STATA, ArcGIS/QGIS etc
  • Must have experience of working in the Rohingya Context in WASH Programme.

 

Position: Construction Engineer

Qualifications:

  • Bachelor’s degree in civil engineering from a recognized University 
  • Minimum 5-years’ experience in conducting inspections of water and sanitation infrastructure construction within a humanitarian and development setting
  • Experience working with UNICEF in the relevant sector desirable
  • Fluency in English language desirable
  • Excellent writing skills
  • Knowledge of and experience in WASH research methods and tools development
  • Extensive understanding of the local context

 

Position: Field Engineer

Qualifications:

  • Bachelor’s degree in civil engineering from a recognized University Minimum 2 years' experience in monitoring and inspection of WASH infrastructure (water supply systems, sanitation facilities, drainage networks) in humanitarian or development settings
  • Fluency in English language desirable
  • Practical knowledge of WASH infrastructure construction standards, quality assurance protocols, and maintenance requirements in camp settings
  • Experience in conducting technical assessments of water points, latrines, bathing facilities, solid waste management systems
  • Extensive understanding of the local context
