Job Description

Position: Team Lead / Project Manager
Portfolio: Gender and Basic Services
Reports to: Portfolio Manager, Gender and Basic Services
Location: Dhaka, Bangladesh, with regular travel to RMG factory clusters in Gazipur, Savar, Narayanganj, Narsingdi, Manikganj, and Chattogram
Employment Type: Full-time, assignment-based (consulting firm placement)
Duration: Two years, with performance-based continuation

Position Summary

The Team Lead / Project Manager will lead the implementation of a multi-year programme focused on strengthening workplace sexual harassment prevention and response mechanisms in Bangladesh’s Ready-Made Garments (RMG) sector. The assignment will support the establishment and effective functioning of Anti-Harassment/Complaint Committees (AHC/CC/DVHCRC) across 200 factories through research, training, advisory services, and institutional sustainability support.

The role requires a senior professional with strong expertise in workplace harassment prevention, gender-based violence response, labour rights, and organizational compliance, combined with proven experience managing complex, multi-site projects. The Team Lead will be responsible for overall technical quality, project delivery, stakeholder engagement, and donor reporting while serving as the primary point of contact for the client and programme management team.

Key Responsibilities

1. Project Leadership and Coordination

  • Provide overall leadership for planning, coordination, and successful delivery of programme activities across 200 target factories.
  • Lead implementation strategy and sequencing across baseline assessments, training delivery, advisory coaching, refresher webinars, and endline evaluations.
  • Coordinate internal teams and external stakeholders to ensure efficient programme implementation.
  • Ensure alignment between project objectives, timelines, deliverables, and donor requirements.

2. Technical Leadership and Quality Assurance

  • Provide technical guidance on workplace harassment prevention, gender concepts, labour rights, and relevant legal frameworks.
  • Ensure victim-centred approaches are integrated into training, advisory support, and case-handling guidance.
  • Oversee the development, adaptation, and quality assurance of training materials, facilitator guides, case studies, and technical resources.
  • Review and approve all technical deliverables to ensure compliance with client expectations and international standards.

3. Client and Stakeholder Engagement

  • Serve as the primary technical and managerial focal point for communication with the client and programme team.
  • Provide regular updates on project progress, risks, challenges, and mitigation measures.
  • Represent the project in review meetings, coordination forums, workshops, and stakeholder consultations.
  • Maintain strong relationships with factory management, worker representatives, government stakeholders, industry associations, and development partners.

4. Team Management and Capacity Building

  • Lead, supervise, and mentor a multidisciplinary team comprising technical experts, trainers, researchers, and project support staff.
  • Allocate responsibilities across project workstreams and ensure effective coordination among team members.
  • Foster a collaborative, inclusive, and gender-sensitive working environment.
  • Support professional development and capacity strengthening within the project team.

5. Programme Planning and Delivery

  • Develop and monitor detailed work plans, implementation schedules, resource allocations, and project milestones.
  • Oversee large-scale training programmes, factory-level advisory visits, and stakeholder engagement activities.
  • Ensure timely delivery of all outputs, including reports, training materials, guidance documents, advisory reports, and webinar documentation.
  • Monitor implementation progress and take corrective action when necessary to maintain quality and timelines.

6. Research, Learning, and Knowledge Management

  • Oversee baseline and endline assessments and ensure methodological rigour across research activities.
  • Ensure high-quality analysis and reporting of findings, including gender-disaggregated reporting where relevant.
  • Support documentation of lessons learned, best practices, and sustainability approaches.
  • Contribute to knowledge products and institutional learning related to workplace safety, labour rights, and gender equality.

7. Risk Management and Problem Solving

  • Identify and mitigate implementation risks related to factory access, participation, data confidentiality, and sensitive case management.
  • Address operational and technical challenges in a timely manner and escalate critical issues when required.
  • Ensure ethical standards and safeguarding principles are maintained throughout programme implementation.

Qualifications

Educational Requirements

  • Minimum Bachelor's degree in Law, Gender Studies, Development Studies, Human Resource Management, Industrial Relations, or a related discipline.
  • A Master's degree in Law, Industrial Labour Relations, or a relevant field will be considered an advantage.

Experience and Skills

  • Minimum 10 years of relevant professional experience in workplace harassment prevention, gender-based violence response, labour rights, human resources, compliance, or related fields.
  • Demonstrated experience leading and managing large-scale, multi-site projects or technical assistance programmes.
  • Strong understanding of workplace grievance mechanisms, anti-harassment committees, and labour compliance systems.
  • Sound knowledge of relevant legal and policy frameworks, including High Court directives on workplace harassment, the Bangladesh Labour Act, and ILO Convention 190.
  • Proven experience managing multidisciplinary teams and ensuring quality assurance across project deliverables.
  • Experience working with international development partners, UN agencies, donors, or global buyers.
  • Excellent written and verbal communication skills in both English and Bangla.
  • Strong facilitation, stakeholder engagement, and interpersonal skills.
  • Ability to travel frequently to project locations across Bangladesh.

Preferred Experience

  • Prior experience managing similar projects in the RMG or manufacturing sector.
  • Experience working on gender-based violence and harassment (GBVH) prevention and response initiatives.
  • Knowledge of victim-centred case management and referral pathway development.
  • Experience designing and delivering large-scale training programmes for factory-level audiences.
  • Established networks with government agencies, industry associations, labour rights organizations, or development partners.
  • Experience conducting or overseeing baseline and endline research assignments.
