Portfolio: Monitoring & Evaluation

Reports to: Portfolio Manager, M&E

Location: Head Office, Dhaka, Bangladesh (with field travel as required)

Position Summary

The Associate will support the design and delivery of monitoring, evaluation, research, and learning assignments while contributing to business development and portfolio growth. The role requires experience in M&E design, project implementation, data management, proposal development, and stakeholder engagement. The successful candidate will work across multiple assignments, ensuring high-quality technical outputs and timely project delivery.

Key Responsibilities

Monitoring & Evaluation Design and Technical Delivery

• Develop and refine M&E frameworks, theories of change, logical frameworks, indicators, and results measurement plans.
• Support the design and implementation of baseline, midline, endline, monitoring, and evaluation assignments.
• Conduct desk reviews and synthesize project documents, datasets, and relevant literature.
• Develop research methodologies, sampling plans, questionnaires, interview guides, and qualitative data collection tools.
• Analyze quantitative and qualitative data and develop evidence-based findings, conclusions, and recommendations.
• Prepare high-quality reports, presentations, and analytical outputs for clients.

Project Implementation and Coordination

• Manage assigned project components, including work plans, timelines, field activities, and deliverables.
• Coordinate with clients, consultants, field teams, and partners to ensure effective project implementation.
• Support fieldwork planning, training, tool pretesting, and supervision of data collection activities.
• Monitor project progress, identify implementation risks, and propose corrective actions.
• Maintain project documentation and ensure timely submission of deliverables.

Business Development

• Identify and assess opportunities for M&E services through donor and client research, procurement notices, and partnership mapping.
• Contribute to expressions of interest, concept notes, technical proposals, and financial proposals.
• Coordinate proposal submissions and ensure compliance with client requirements.
• Engage with clients, consultants, and partner organizations to explore collaboration opportunities.
• Support pipeline management and follow-up actions related to business development.

AI Integration in M&E

• Apply AI tools to support evidence reviews, document synthesis, data quality checks, qualitative analysis, and report preparation.
• Identify opportunities to improve M&E workflows through AI-assisted automation while maintaining methodological rigor.
• Validate AI-generated outputs against source materials and analytical findings.
• Ensure compliance with organizational and client requirements regarding confidentiality, data protection, and responsible AI use.

Data Management and Analysis

• Manage digital data collection systems and databases using platforms such as KoboToolbox, SurveyCTO, or ODK.
• Monitor data quality and implement validation and cleaning procedures.
• Conduct quantitative and qualitative data analysis and prepare visualizations and analytical summaries.
• Ensure secure data storage and ethical handling of respondent information.

Qualifications and Experience

• Bachelor’s or Master’s degree in Economics, Statistics, Governance, Labour Law, Public Policy, Agricultural Economics, Development Studies, Sociology, Anthropology, or a related discipline.
• Minimum 4–6 years of direct professional experience in Monitoring & Evaluation, with substantive responsibility for implementing M&E assignments.
• Demonstrated experience developing M&E frameworks, indicators, and conducting baseline, midline, endline, and evaluation studies.
• Proven experience in project implementation, data analysis, and report writing.
• Demonstrated business development experience, including opportunity identification and proposal preparation.
• Strong understanding of quantitative and qualitative research methods, sampling, data quality assurance, and interpretation of findings.
• Practical experience in digital data collection, database management, data cleaning, validation, and analysis.
• Proficiency in Microsoft Office and at least one statistical software package such as Stata, SPSS, or R.
• Strong communication, presentation, interpersonal, and client management skills.
• Ability to manage multiple priorities and deadlines.
• Willingness to travel to project locations as required.
• Demonstrated experience applying AI tools in M&E, research, evaluation, or development projects.

Desirable Qualifications

• Professional network among development organizations, donors, research institutions, consultants, or potential partners.
• Experience contributing to successful proposals, repeat business, or new client relationships.
• Experience with donor-funded M&E assignments and reporting requirements.
• Familiarity with OECD-DAC evaluation criteria and gender and social inclusion approaches.
• Experience using Power BI, NVivo, ATLAS.ti, or similar tools.
• Experience across sectors such as social protection, livelihoods, skills and employment, WASH, governance, nutrition, or climate resilience.
• Familiarity with AI-enabled workflows, RAG applications, or knowledge management systems.
