Position Summary:
The Portfolio Manager – Monitoring & Evaluation (M&E) at Innovision Consulting will lead and expand the M&E portfolio, driving the design, implementation, and management of Monitoring, Evaluation, and Learning (MEL) systems across multiple projects. This strategic role involves conducting evaluations (baseline, midline, endline, and impact assessments) and positioning M&E as a key revenue-generating unit. The manager will actively engage with prospective clients, identify new business opportunities, and secure M&E-related assignments through competitive bidding and client relationships.
In addition to ensuring high-quality M&E deliverables that meet international standards, the role requires a deep understanding of monitoring and evaluation methodologies. The Portfolio Manager will cultivate and strengthen partnerships with donors, development agencies, private sector actors, and government institutions to expand Innovision’s M&E consulting and services footprint.
The ideal candidate will have proven expertise in M&E within the development and private sectors, a track record of successful project management, and experience in business development, proposal writing, and client engagement. Strong leadership, communication, and networking skills are essential to drive both technical excellence and business growth.
Key Responsibilities
- Strategic Oversight and Planning
- Develop and implement the strategic vision and operational plan for the M&E portfolio, ensuring alignment with Innovision’s overall business goals.
- Identify emerging trends, opportunities, and challenges in the M&E services to inform strategic decision-making and portfolio growth.
- Set annual performance targets for the M&E portfolio, including revenue generation, project execution, and client satisfaction.
- Lead the development and refinement of Innovision’s M&E frameworks, methodologies, and tools to enhance service delivery.
- Monitor portfolio performance, ensuring efficient resource allocation and achievement of financial and operational targets.
- Business Development & Stakeholder Management
- Proactively identify and pursue new business opportunities for M&E services through market research, networking, and strategic positioning.
- Lead the development of competitive proposals and bids for M&E-related tenders, ensuring high-quality technical and financial submissions.
- Cultivate and maintain strong relationships with donors, government agencies, private sector entities, and development organizations to secure new projects.
- Develop and implement a client retention strategy, ensuring high levels of client satisfaction and repeat business.
- Represent Innovision in key national and international M&E forums, conferences, and knowledge-sharing platforms.
- Foster collaborations with technology providers to integrate digital innovations into M&E approaches.
- Quality Assurance & Innovations
- Ensure the delivery of high-quality M&E assignments that adhere to international standards, donor requirements, and industry best practices.
- Drive innovation in M&E methodologies, incorporating emerging technologies, digital tools, and adaptive learning approaches.
- Establish and enforce quality assurance processes, ensuring that all M&E deliverables meet technical rigor and client expectations.
- Regularly review and update Innovision’s M&E tools and approaches to enhance effectiveness and efficiency.
- Promote a culture of continuous improvement by capturing lessons learned and best practices from M&E assignments.
- Monitoring, Evaluation, and Learning
- Oversee the design, implementation, and management of M&E frameworks for various development projects, including the development of indicators, result reporting system, and producing development insights for adaptive management.
- Oversee the design, implementation, and management of evaluations for development projects, including baseline and midline surveys, endline, and impact evaluations of development projects in various sectors and theme. The incumbent must possess a high level of proficiency in the development of evaluation methodologies, which include cross-sectional surveys, experimental and quasi-experimental research designs, and quantitative and qualitative research.
- Lead internal capacity-building initiatives on M&E best practices and emerging trends within the organization.

- Lead, mentor, and develop the M&E team, uplifting a culture of collaboration, learning, and high performance.
- Identify and implement professional development opportunities for team members to enhance their M&E expertise and skills.
- Foster a dynamic and inclusive work environment that encourages knowledge-sharing and innovation.
- Ensure effective team coordination and resource allocation for optimal project execution.
Conduct regular performance reviews, provide constructive feedback, and support career growth initiatives for M&E staff.
Qualifications and Experience
- Master’s degree in a relevant field (e.g., Development Studies, Statistics, Social Sciences, Public Policy, Economics).
- Minimum 10 years of experience in M&E, with at least 5 years in a managerial role.
- Strong technical expertise in M&E frameworks, data analysis, and impact measurement.
- Experience with digital data collection tools and dashboard development.
- Strong analytical, problem-solving, and report-writing skills.
Preferred Skills
- Proficiency in statistical software (e.g., SPSS, STATA, R, Power BI).
- Strong facilitation and training skills.
- Experience with donor-funded projects and compliance requirements.
Work Environment

- Travel extensively (including occasional International) as required for project implementation and stakeholder engagement.
